Not sure. I suspect it's always enabled, but doesn't do anything until you go through the Universal Remote setup in the menu and actually make it control something.

I also ran around in circles for a bit when I was getting that One Connect box to control an Arris STB, using the blaster. It was a DCX-3625 or something like that, and I was selecting the exact model number that was on the STB, but it didn't work. In the One Connect setup, there was also a DCX-3625-W which ended up working, though that variant of the model number was no where in or oaroudn my box. Kind of frustrating.
