You might be able to run PEP1 in XP SP3 32 bit compatibility mode. Have you tried that? Right-click on the PEP1 executable and specify the compatibility mode. If UAC comes up, apply the setting for all users.

Also, when installing, be sure you run the EXE in Administrator mode (Right-click and say Run As Administrator).
