At $50 a drop, I think I can safely assume that:
It didn't come with any wiring labeled, no central wiring management or proper terminations, nothing verified, and bare minimum.
So after it is explained that it will cost an additional $75+ per drop to make any of those drops usable. And retrofitting might be required to actually have what the customer wants in the house (in the tune of $150-$300 per retrofit drop - if even possible). Do they think they have saved anything?
Builders are some of the dumbest idiots, I swear!
