On my previous set up, Pioneer AVR and Panasonic TV. I could just use the ARC. Of course the CEC had to be turned on. But you could disable the fundamentals of the CEC controls. I forgot where either the AVR or TV, or both. Nevertheless, check the CEC on both units.
