ARC is part of CEC and when you turn on ARC you turn on CEC. I use optical all the time without issue but we use Sony and not Samsun. I try to avoid ARC/CEC whenever possible. In the new version of HDMI 2.1 you are supposed to be able to use ARC and not CEC. Time will tell but if anyone can mess something up it is HDMI:-)
