I think the Ubiquiti US-8-150W 8-port is one of the few true 8 ports without a fan. Most other fanless seem to be 4+4, and I've never seen (but would be interested in) a 16-port at a reasonable price.
I had a hard enough time finding a fanless 48-port managed switch.
