Fred has pretty much the ONLY advice in switching. WHO else is available in your area? That matters. Maybe no one? Maybe one? Maybe two. Then compare. Then approach your current provider and let them know you are moving, their speed sucks and your bill is too high. They may either care and attempt to remedy or they wont, then you move ISP's.
