Is he allowed to possibly use a dutch oven and a skillet or grill?

If so, I'd do sausage and peppers.  Use the dutch over to boil the spaghetti noodles.

He could cut up the sausage & peppers & onions & garlic to show off his knife skills.   Throw all of that in a skillet and let the magic happen.  Even if he burns any of those 3 it's still going to taste delicious.

Boil the spaghetti noodles in the dutch oven.  Once done, pull them and actually make a sauce...(1 can of tomato paste, 2 cans of tomato sauce + 1-2 cans of tomato sauce filed with water.)  and italian spice...Let that simmer...once the sausage, peppers are cooked, just drop them in the sauce and let the flavors mix.

I would kick those cubscouts asses...Should I show up?  What's the prize money?  LOL
