The key to downloading to the MSC-400 isn't specifically the operating system, it's whether that operating system is 32-bit, or not. You can download to the MSC-400 under Windows 10, however, it must be the 32-bit version of Windows 10. The reason is there has never been a 64-bit driver for the now long outdated MSC-400. I've setup a special installation of 32-bit Windows 10, on an older machine, just so I can continue to update my MSC-400.
