It looks like cheap junk to me. The 2 LEDs that it uses are clearly cheap LEDs you can get for $0.02 in a catalog. They are very blue looking (strike 1), they have a very narrow cast (strike 2), and they are not very bright (strike 3), and $40? for a cheap $3 product (strike 4).
And it IS a $3 product. Like already mentioned, it is the exact same thing you can find on ebay, rebranded a dozen times over.
I'll pass.
