Wasn't there supposed to be a firmware update for the ATV due to HDR issues?
Have you checked the firmware?
Also are you setting the resolution to Auto or to a set resolution w/o HDR?
I know the 2nd gen had an issue where it would revert back to Auto on the resolution. They probably never corrected that as they didn't see it as an issue.
