I found a "Showstopper" with Harmony Pro/Elite that I have confirmed with tech support and reported back to them.
For IP controlled devices, if their "WIFi scanner" cannot see the device, you are SOL.
There is no way to manually enter the IP address to add a device to the configuration (even if you have static IP or reserved IP so Harmony doesn't have to deal with floating addresses.)
