You can do it without the Fios router if you use a MoCA adapter. Ethernet from the ONT to your/customer's own router. Coax from the ONT to a splitter with at least one more port than the number of STB's. MoCA adapter plugs into one of the LAN ports on the router (or a downstream switch) and one of the ports on the splitter.

Basically:

 --------                                        ------------
         --------                                           STBs

This worked for us as well. Although, there are some additional steps required. Verizon router is using port forwarding for their boxes ( for VOD, caller ID and software updates ). Since verizon boxes are not using upnp standard, if you replace their router you will have to make DHCP reservations manually for those boxes. Each box has a unique ID, so you have to power up one at the time ( starting with DVR ), reserve the address, enter port forwarding in firewall settings, repeat
...
First DVR will use port 35000 and 63145 , next one 35001 and 63146 and so on....
Please keep in mind that ports above may differ, depending on make and model of the STB, so before you disconnect Verizon router check what ports are being used for their boxes.
