It would have been very good to have had a calculator for those times when some uninformed "value engineer" changed the 1" EMT that we specified to 3/4". We could have submitted calculations with the spec.
There is no calculation for low voltage conduit fill as it doesn't matter. The reason there is a maximum number of wires for line voltage (or what you call high voltage) is due to heat that the line voltage produces.
for a 1-1/4" Conduit your only issue will be trying to pull the HDMI heads through the 90s. With only 2 you shouldn't have an issue but you never know.
As others have stated there aren't any Outdoor rated HDMI cables and your conduit will fill with water so you should keep that in mind when supplying the HDMI cable.
