Why not just run the LV conduit in the center and run the power to come up behind the pole. Mount a Outdoor electrical box to the conduit. Power cord runs through the top knockout/grommet in the pole and out the bottom and into the outlet with weatherproof cover/GFI outlet. Or come up the side of the pole and mount the box there above the height of the grommet in the back. Have the guy plant some stuff around the pole and you won't see any electrical box.

You didn't say which mount you are attaching to the pole. I assume fixed. In that case there should be more then enough length on the power cable. Not sure about the articulating mount.
