Do you get the same results with a toggle power code? Use a factory IR remote (not bluetooth) and see if it'll turn on from an off state after your 60 second waiting period. If it still does not turn on consistently then you can blame the TV.
Also try turning off the TV with factory remote and then try powering back on with your discrete IR. Maybe the Off command is suspect.
BTW, are you using commands from the mega list or RTI master library?
