Why were these two facts not seen as just screaming out that they were of utmost importance to share?

Is it actually important that they be on the same circuit, which means the same breaker, or do you really mean the same phase? Every house I've ever seen has lighting and wall outlets on different breakers, but not necessarily on different phases.

Again, lighting systems do not all behave identically, so this is something to be named from the start.
