I installed two of the 1500VA Wattbox units about 2 months ago in a job I'm wrapping up now.  They're in racks in a mechanical room so noise isn't an issue, but I can confirm that the fan in the units doesn't run unless power is out and it's on the inverter.

It's possible the fan will also run if ambient heat increases, but I've not seen this happen at my installation.
