Dish has had PIP as a feature on their dual+ tuner boxes for at least 5 or 6 years. Not many people probably realize it is even there.
That's the answer. I was one of those people who did not realize Dish Network units have it.
The remote for the Hopper 3, which he's got, doesn't have any buttons for PIP, but the set of codes that was published here, and one of his older remotes for another unit, has those codes. I've implemented them and he's happy.
It's a Dish Network feature, not a TV feature.
Problem solved.
