Considering that many clients think the system is broken when they start the Apple TV and have a black screen, just leave the thing on and have it never sleep.
If you are using a macro just have the first command of the ATV command to be Select. That will turn it on hopefully in time before the rest of the macro is finished. Or just turn it on as part of every startup macro.
