Get a Roku.
Get a 1x10 HDMI splitter.
Get 9 3x1 or HDMI selectors.
A lot of short hdmi cables.
Cheapest way as far as I can see it.
Would love to have to service this for free.
If this IS your only solution, run away as fast as you can.
If there's RG6 to every TV, go ZEEVEE. Works awesome in bars.
