Yes. IrScrutinizer. Paste the signal in the upper window of "Scrutinize signal" pane. Then select the "Export" pane, select the "Text" (or "Girr") format and make sure that "UEI learned" checkbox is selected. Press "Export signal" This generates a text file that contains the UEI learned form.
