If I am 10 feet from someone with headphones, either over ear or in ear. And I can clearly hear the music and signing, then it's way too loud.

I gave my father in law a set of Sennheiser 160's. When you enter the room you can hear them from 20 feet away.
But, he did work for Eastern Airlines a lot of years, and that definitely took a toll on his hearing.
