Point a known good IR remote at your camera phone and see if pushing a button shows a white light at the front of the remote. Some phone cameras have a filter that keeps them from seeing IR. This will check that.
If it shows on your camera, you now have a quick way to check for IR output.

I've dealt on the job with engineers who just got their degrees and make decisions like this without telling the suits. It somehow makes sense to them and they are too unlearned to realize they're causing hell for a lot of people, or even to realize they have to consult with others before doing things like this. As MLK once said, nothing is more dangerous than conscientiously applied ignorance. (Or maybe he said stupidity.)
