Triple your budget and get the LG OLED :). I have the 55 inch and boy is it a joy to not notice artifacts that you list/common with LCDs. The only drawback to it is it limiting maximum picture brightness when most of the screen is bright. Outside of that, it is a superb display.
The 55 inch is cheaper so you could give up size and get that for another $1K over your budget.
