Hmm. Are you certain that port 587 is blocked? Can you test sending an email on that network to the same SMTP server via some other means?
Because I'm quite certain that suddenly blocking 587 would be noticed by countless customers on Time Warner, and I see no such reports online. In fact, this thread pops up as the third result when searching for similar issues in the past month.
