Just a guess here, but most computers today have over 4gb or ram and as such are running a 64-bit version of windows. Maybe what is happening with the driver is that it is only for 32-bit windows and won't install on a 64-bit system? I've run into this issue with other older hardware in the past and now I keep a Windows XP virtual machine on my laptop that I can fire up when I need to manage some ancient piece of hardware that won't play nice with modern versions of windows for whatever reason.
