It seems like "Run as Administrator" is a requirement to limit who can use the computer in this way. But all you have to do to run as Administrator is to click a couple of buttons. This is like me locking my front door when I leave home but leaving the key in the door. It's locked, all right, but there's zero practical difference between having the lock and not having it.
I agree. It's a stupid feature...more like leaving your front door key hidden in a key rock, because not everybody knows about it, but those that know what to look for do. I'm sure there's some setting where you can require a passcode to "Run as Administrator" though...ohhh now we are getting really secure!
