I actually meant 16 years old before you can legally use/touch a firearm. Honestly i think it should be 21 so that its real clear that if they screw up they are headed to prison for a while.

My issue is that Childrens brains are not capable of making decisions about things that are important/deadly. It's why they cant drive or sign contracts. It's why they can't drink or sign themselves up to be porn actors. They aren't capable of seeing around the corner to what could happen if they make the wrong choice.

I actually laid out a 3 strike system that should work for everyone. If someone breaks into your house and steals your gun no big deal. They dont go to jail they sleep in their own bed at night...they just cant buy any more guns for a year. If their house gets broken into again i am still willing to give them the benefit of the doubt but i am not willing to let them continue to supply criminals with firearms. I mean come on...buy a f'n safe so your local crack head cant hold your own gun to your wifes face while he robs and rapes her in the car port. Grow up. But if it happens a 3rd time well then you are either a liar scumbag sideways gun dealer or you are a complete moron who shouldn't be able to touch sharp objects let alone bang bang sticks.

I think the medicine cabinet idea is a great one too. The only reason i am not as worried is that a jar full of pills wont ever kill me or my family. If some junky OD's thats his problem. But yeah...the 3 strike system would probably put an end to the @sshats who sell their medication to drug addicts.

The thing about not dangerous unloaded guns is that no one has an unloaded gun laying around their house. Most idiots have a shell in the chamber. But even if the gun has no bullets...they aren't exactly hard to come by. Bullets are not proprietary.

The problem with young-uns handling guns before 16, or 21 in your plan, is that they MUST be that they're dangerous, how to handle them safely and that if they think a cartoon is reality, they're not gonna use a gun as long as the parents have anything to say about it. I know a lot of people who learned to handle various firearms as kids and they wouldn't think of doing what is happening now but then, they're not kids, either. The lack of discipline now is causing most of the problems.

As far as someone's gun being stolen, this must mean you want to make reporting firearm theft mandatory, with penalties for not complying- it's not mandatory in all states now. If you think everyone will report this, guess again.

As far as becoming hooked on Oxy or something, it seems that you don't know how addictive that crap is. When kids are at a party or club and someone offers something, we all hope they won't try it but if they decide to be rebellious for some reason and they already had a few drinks, they may decide that they want to see what it's all about. They get the first one free and after they decide they liked it enough to buy some, they learn the hard way that the sample was stomped on pretty hard and they won't know how much to use, so they OD. It happens ALL THE TIME. My neighbors (three doors down) lost their 21 year old daughter last spring to this and, as it turns out, they'd had an intervention about a year before. Seeing her around the neighborhood, I wouldn't have expected this, at all. People are OD-ing all over and a lot of this is happening in the suburbs & outlying areas.

Not all gun owners by for protection and many who do, don't have a CCW permit. They buy it to have, but hope they never need to use it and they don't practice, think about it, prepare for using it. They also don't think about the many ways that owning it can bite them on the ass.
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."
