Perhaps but I've seen many a person (beginners to be sure) unable to hit a target 15 feet away even when they tried to aim the weapon.
And certainly you've read stories in the news about shootouts between police and bad guys, dozens of rounds fired, very few hits.
Nine people (bystanders) hit during a police-involved shootout in NYC a few years ago, all by stray bullets from police officers. Miss by a little or a lot, it really doesn't matter.
Last time at the range, I saw someone fire 5 rounds before finally hitting the bottom edge of a 20"x30" target from about 7 yards. Maybe that explains all of the houses that are shot in MKE. Sometimes, they even hit people.
