And certainly you've read stories in the news about shootouts between police and bad guys, dozens of rounds fired, very few hits.

Nine people (bystanders) hit during a police-involved shootout in NYC a few years ago, all by stray bullets from police officers. Miss by a little or a lot, it really doesn't matter.

Last time at the range, I saw someone fire 5 rounds before finally hitting the bottom edge of a 20"x30" target from about 7 yards. Maybe that explains all of the houses that are shot in MKE. Sometimes, they even hit people.
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."
