You did not look at, or apparently ask the client, the first question: When the Office remote turns on the Family Room System, does the Family Room Remote turn on the Office System?

That would be, as suggested, someone swapped remotes between the two rooms. What is there in this problem description that rules that out?

This client is smart enough to know which remote belongs to which room.
I talked to P.C. tech support today. He explained that if you take an existing file, rename it and use within the same house you should change the "network key" then generate a new system encryption key. These are located by right clicking the Pro Link processor under devices. Just changing the zone code isn't enough.
I believe if you start a new system from scratch it'd produce a different "network key" and the problem I had most likely wouldn't have happened.
