So why doesn't MSoft put the money into educating 70k people that already live here and have families here instead of burdening an already overloaded infrastructure.
We don't need more people we need to make use of the ones we already have.

Good question, but I think that these guys are so much better educated and willing to accept lower pay and benefits / options.
It always bummed me out when I worked near there to see the majority of dudes at lunch around there were not from here. Not to mention the massive $$$ they are spending in India to educate & train.
They should get heavily taxed for that, but its the same old story.
This is why Boeing has had so many problems with the Dreamliner. Its the first plane that they have outsourced parts from around the world instead of locally. Kind of back-fired on them!
