You can take a CAT5 and solder DB9s on each end. Voila -- that part is done.

Is there some reason that you require the Serial to be built into the same chassis as the Component to CAT converter? What's more likely for a company to think it can make money by selling, a component to CAT converter or a component to CAT converter that's also got, basically, an RJ45 on one side and a DB9 on the other, just to pass RS232 through it? The second is much less likely to be in demand, so might never have been made.

Or, you know, you could balance and pre-emphasize the unbalanced low voltage output of a UART signal using active circuitry so the message actually reaches the receiver...
