IR could possibly work but the TV's are above the chairs, ceiling mount style but hanging down below the drop-ceiling. So the transmitter needs to be positioned in such a way that it doesn't look dumb and yet can still cover the chair below. The other problem is it seems like many headphones, including RF, have the charging capabilities built in to the transmitter. Which would be behind the TV.

The ones they have now actually have a separate charger. I suppose another option would be if the headphones just took batteries instead of charging.
