As for $53 million not equal to $634 million...The $53 million figure reported in the CBS DC report was just what HAWAII contracted to pay CGI for its STATE exchange website over 4 years. Whether that $53 million figure is in addition to or included in the $634 million figure for the national exchange implementation is not made clear in any article I've read.
