Just in case you actually have to deal with cancer, don't take that too literally. In many cases you cut out the tumor and the tissue associated with the vascular supply of the tumor; THEN you use chemo and/or radiation to ensure that any remaining cancer cells are killed.
So, why not look at "cutting out the surrounding tissue.... THEN you use chemo and/or radiation..." as making it clear to all other employees that this is not in the best interest of them or the company and putting together a plan to prevent it in the future.
