If you find a remote and an RP? in the same area, upload both those devices and then check the remote for any macros on buttons. If all looks good, and you don't find "system macro does not exist", they could have been loaded as a separate file. If you find errors like above, then there are other devices that need to be downloaded.
In large homes with multiple systems and no distribution of audio or video you could easily find the remote systems were done separately. They might have been done at different stages. It also saves going around the house having to possibly load to all devices when making some changes in one area.
