Yes you can, with a catch. If the other dealer put a pass code on the software, then you are out of luck.
A few things to remember when pulling a system file:
1. Make sure your software is newer than the one they used to program it. You are better off just downloading the latest version.
2. Start with a blank file, it will populate the devices as you upload them.
3. Upload EVERY device in the system.
4. Afterwards install the latest firmware on all the devices.
