Couldn't you just send a power on RS232 string though? There is really no point in having the serial driver.
With RTI you cant combine serial and IP comands on the same device in most cases it breaks the drivers requiring a processor power cycle, or a TV power cycle or both. With Samsung you also cant combine IR and IP comands that will also require a TV power cycle
