It seems that RSPW2 allows (must be used prior to) POWR1 / POWR0 using IP protocol.
I'm an iRules (www.iruleathome.com) use and it works fine...

"On" button :
RSPW2
Pause (1sec)
POWR1 -> turns the TV on

"Off" button
POWR0 -> turns the TV off
