CBC's program data is there in EIT/ETT when I do a TSReader scan, and it's present on all 3 my ATSC tuners. I know there are some devices it doesn't seem to work with - no idea if it's something funky in the PSIP or something not quite right with the tuner firmware. I've heard of other channes/tuner combinations that have the similar issues.
I believe I just figured out what is causing some tuners to not display the CBC program name and details - some handle it fine, don't choke on it. It won't make much sense unless you know a bit about ATSC PSIP, but it comes down to how CBC assigns packet ids (PIDs) to EIT and ETT tables. I'll try to reach someone at the CBC who might understand what I'm talking about.
