Both UPS and USPS will charge *taxes* on imports, as they should (for items above $15 US at least).
However UPS Ground also charges horrible brokerage changes, while Canada post usually charges just $5 for the same thing.
If you want ground servace, use USPS or don't have it shipped (FedEx Ground is slightly cheaper on brokerage than UPS, but not by much).
For air service, all the major companies include brokerage fees right in the price, so you'll often find that the end cost of UPS 3-day air is *less* than UPS Ground + brokerage... and it'll get to you a lot faster.
