I've been using the Philips Pronto and Marantz RC9500 for at least a decade. It's becoming a real pain to program now as I can't even use Windows 10 anymore and must run ProntoEdit under Win XP in an Oracle VM Box. Does anyone know of a modern day remote that lets me have a touch screen where I can program/display a button to jump to a preset TV channel? It blows my mind that no one has taken the Pronto idea and made a modernized version of it.

Look at TouchControl. This uses iPhone/iPad as the platform. This is a very different approach from ProntoEdit, however, you may be able to recycle some of your ProntoScript. You'll need a 3rd party IR emitter, such as Global Caché. IP control is intrinsic.

Pronto configurations are stored in XML and I did spend a little time analyzing them to be able to modify them directly. It does surprise me that no-one has written a phone app to emulate a pronto and send IR to a BT blaster. If I had the time I'd probably give it a go
