If I send an off signal to these devices when they are already off, I can hear a dull clicking noise.
What is this and why does it happen...?

OK, so I know very little about relays.
Can you explain what state the relay is in when the unit is off and what happens the relay when the unit receives another off that causes the dull clicking noise...?

Its an electromechanical switch . You send an on code, the signal ir/rf to line carier is activated to switch a low voltage switch inside the unit which then switches on high voltage. The opisite happens with an off button press and you hear the relay, if it's in one state lets say off . The switch still switches the little relay to tell it off. There are vairiances of this it just depends on what your using .
