Does anyone know where I can purchase an infrared transmitter that can be hooked up to my Windows PC and programmed via VB, C, or Java to send codes that I have captured?

Do you know if the Lego IR transmitter is programmable? I know there is a hacking community for Mindstorm users but I know very little about it. Thanks for your help.
