Gary, I had some similar issues with a 4610HD.
Using a U1 / RP-1 Combo, I used the sony codes (which were clean) and I used the rear IR window behind the weather sealed panel.
At first, all the codes seemed hit or miss. So I took some black electrical tape and covered the FRONT IR window & that worked perfectly.
I have had no more issues, and the IR is flawless.

Same TV, I just think that without even going down the RP-6 path and just using T2B in straight IR mode it should work. The tape idea sounds good, yesterday it was raining while I was working, do you think the tape method is blocking out IR from the sky or from the LCD panel?
I didn't mention the HDMI handshaking issues, I have been lucky so far on all my jobs but this combo is a PIA. I have to have TV on first then 9 seconds then Yamaha reciever. If you turn the Yamaha on first (due to the Power command not working) then you will never get an image on the screen.
I forgot to mention that taking Sony 070 Input 5 & 6 which are HDMI 1 & 2 on this panel from the URC 900 into the IR-PRO then sending them standalone IR work perfect into the front sensor of the TV.
I think the Vizio looking input stickers on the back give this thing away, I know if this was a Sony it would be working. I mean this is my first install with this panel and so much BS, my install wiring and programming methods haven't changed. It just seems the Power commands are being changed or interfered by this panel.
