I have tried almost all the learning remotes & find NONE will accept the 'twin signal' used in (European) Digital Cable or satelite systems. Curretly on NTL Digital Cable using the Pace 110 (using the RC 2904/57).

Is there a weakness in the design that prevents the remotes from learning this twin signal - it says it has learnt it but when you point it at the cable box - nothing happens.

I'm not sure what you mean by "twin signal". Do you mean the IRDA format?
