This unit plugs into the outlet and the lamp plugs into it. I tried learning the remote into the AVM-3000, but it just flashes "NG" fives times.
Any thoughts?

No, you need ir to x10 convertor(ir543).
But you will need a separate lamp
module also. The ir543 won't control
the outlet built-in to the G.E.
transceiver.
