Will the VL900 let me control the TV volume when watching just regular cable, but control my A/V receiver volume for DVD, VCR and Philips DirecTV/Tivo combo??

The automatic volume passthrough assigns either the receiver to all devices, or the TV to video and receiver to audio devices. So the answer is no.
However, there's an even easier solution: learn your receiver's volume commands to whatever devices you want.
