A lot of TV stations are owned by hedge funds, so you shouldn't be surprised if they decided to take the money and run.

The FCC is ready to reverse the 39% coverage ownership limit of TV Stations, which will see an increase of local TV stations being sold.

The big news is that WIVB-DT RF 39 was sold for $ 46,015,135; WNYB received $ 31,960,949 to move to low VHF.

Here are the new channel allotments for Toronto and vicinity.
The three state run media stations don't have to change.   CFT0 MOVES TO RF-8.
CIII - Toronto blocks WBXZ-LP signal with move to RF 17.

Last Saturday's Buffalo News had an article by Alan Pergamet, the news TV critic, with information from Dominic Mancuso, WIVB's general manager. WIVB will not be going off the air. They plan to share the RF channel with WNLO, Ch23. This change will occur late this year or early 2018. It was not said which tower they will use, Grand Island (23) or Colden (4) but it was Ch4's frequency that was sold. They hope to keep Bounce (23.2) as well but did not commit.

  Nexstar owns the tower in Colden and has a camera all ready mounted for weather purposes.  Their tower in Grand Island is owned by (WNED) Western New York Public Broadcasting Assocation.  Neither of these towers have to be the new one for the new RF32, however when the corporate engineers re-work the signal pattern, a maximum 2% (U.S.) population loss is permitted.  Me thinks the new tower will be closer to Colden to cover the southern tier (Olean).

Since they sold WIVB license for broadcasting ,Its the WNLO coverage area they are allowed to replicate.The 2% rule applies to WNLO so they don't need to make any changes except to share bandwidth with 3 video feeds.
